Ray
Chisholm graduated from the
University
of
Virginia
with a BS in Civil Engineering. His
undergraduate thesis was: "Cost
Estimating with a CPM." He
studied for his MBA at Virginia Polytechnic Institute and
State
University
(VA Tech)(Unfinished.) He has been
in a management capacity for well over one billion dollars (US$) of
construction.
Currently
has pre-qualified and tendered for the design, leasing and construction of 60
houses for the senior staff of the US Embassy in
Nairobi
,
Kenya
.
Chisholm recently was Project Manager for 830 km of Road Construction and
Repair for the United Nations World Food Programme in
Southern
Sudan
.
He also designed and supervised the construction of the Rumbek,
Sudan
airstrip that will accommodate United Nations C-130 Hercules aircraft.
Chisholm was Project Manager for the 66 km
Kisii
Chemosit Road
in
Kenya
for H.Z. Company. In July 1998 he
completed the 25-meter Kimao concrete dam in the Rift Valley in
Kenya
.
He transformed the job from behind schedule and budget to ahead of
schedule and budget. He eliminated
corruption on the job. He was also a
consultant to The United Nations World
Food Programme for the construction of five 5,000-ton warehouses in
Eritrea
.
In October of 1996, he took over 135 km of reconstruction of the
Nairobi-Mombasa road for H.Z. The
job was 40% complete after six months. He
finished the remaining 60% in three months, during the “Short
Rains”. He also redesigned
drilling and blasting operations at the HZ quarries and increased production
while cutting costs by 75%. Chisholm
has over 25 years of experience in Construction Management, Mining Management,
Dam, Railroad and Highway Construction and Real Estate Development and
Management. He has worked in
Construction Management or Mining Management in
Sudan
,
Uganda
,
Kenya
,
Eritrea
,
Singapore
,
Indonesia
,
and
Vietnam
,
as well as eight states in the
United
States
.
He understands the difficulties of working in Third World Countries.
He gets along well with all peoples and governments.
He has worked for international companies such as Fluor, Brown and Root,
Raymond International, and H.Z. & Co. LTD as well as the United Nations and
smaller privately owned companies. He
was one of the youngest superintendents ever promoted at Raymond International.
He has finished every construction project he supervised ahead of
schedule and below budget. His
titles have ranged from cost engineer to project manager to president.
He owned his own coal mining company and was a contract miner for A.T.
Massey, division of Fluor International. He
can operate most heavy construction equipment and has trained equipment
operators. Chisholm is a drilling
& blasting expert and has trained drillers & blasters.
He was nominated by U.S. Senator John Warner to be Secretary of the Bureau of Mines.
He speaks some Spanish, Indonesian, Vietnamese, and Swahili.
He is a speed-reader. Chisholm
studied Tai Chi for ten years.
In
Sudan Chisholm not only designed and supervised the construction and budgeting
of 830 km of road, he conducted sensitive negotiations between rebel commanders
in Sudan and SRRA civilian leaders in Nairobi concerning taxes and the
implementation and security for the road projects.
He was instrumental in helping the contractor maintain a good working
relationship with his men who were from several tribes and who were 45% Ugandan
and 55% Sudanese. The Sudanese
people call him father and seek his advice for many problems.
He instigated and negotiated an agreement between the Ugandan Government
and the Sudanese rebels that would allow them to jointly repair a severely
damaged and heavily mined section of road on the Ugandan side of the border.
He has been instrumental in solving many tax, customs, and security
problems. He has published several
documents outlining the infrastructure condition and the needs of the Southern
Sudanese. One of his documents was
used in testimony before a Congressional Committee.

Ray
Chisholm has represented the Virginia Professional Engineers in Construction as
Governor for the State of
Virginia
on the National Society of Professional Engineers Board of Directors (NSPE).
He is a Vietnam Veteran and served three years in the U.S. Army.
He was offered a direct commission in
Vietnam
.
He received the rank of E-6 in only 18 months.
After
Vietnam
he taught Concrete Mix Design & Construction Procedures at the
Army
Engineering
School
at
Ft.
Belvoir
.
Mr.
Chisholm is very computer literate and started one computer intensive business,
which he sold to MacLean Hunter (MH is a $1 Billion per year company).
He has prepared many financial analysis and feasibility studies for real
estate projects as well as schedules and estimates for construction projects.
He also tested and reviewed CPM (scheduling) software for the
Virginia
Center
for Coal and Energy Research (VCCER) for the Coal Industry.
He completed VCCER research that resulted in new coal mining legislation
by the Virginia General Assembly.
Mr.
Chisholm has been very successful in the Real Estate Development business.
He owned 50% of a 60-unit apartment building (which he developed and then
constructed), a share of a $10 million shopping center under construction (which
he developed) and other valuable real estate.
In
Nairobi
,
Kenya
he has tendered for the construction and leasing of 60 houses for the US
Embassy. He was a planning
commissioner for Town of
Blacksburg
and has held a Virginia Real Estate Sales license.
He completed
Ivy
Gardens
,
his sixty-unit apartment complex, in 84 days.
Mr.
Chisholm has excellent writing and communication skills.
He gets along well with people of all nationalities.
He has a unique ability to relate to all peoples and gain their trust and
respect. He is an excellent writer
and speaker and has had articles published in national papers.
He has been written about in national magazines and been featured in
dozens of regional newspaper stories. He
has been able to negotiate contracts or settle disputes where many others have
failed. He has been very successful
in obtaining governmental approval for his projects.
